Participation in a round table at the Abilways seminar on real estate in Luxembourg

On the occasion of a conference day dedicated to legal and practical news on real estate in Luxembourg, organised by the training institute Abilways, Mr Thibault CHEVRIER, Lawyer in Luxembourg and Partner at CHEVRIER & FAVARI, participated in a round table discussion on 27 February 2025 on the “Purchase of real estate by a local authority or by the State“, in order to analyse the interactions between real estate law and public procurement law.
In a context of public entities participating in the revival of affordable housing, this situation gives rise to many questions:
- To what extent are real estate transactions excluded from the scope of public procurement rules?
- How do the municipalities participate in the new Public-Private Partnership (PPP) on affordable residential housing?
- What are the constraints and advantages of this PPP?
- The construction/renovation and furnishing of real estate: which operations fall within the scope of public procurement legislation?
- In the case of public works contracts, what are the main points to keep in mind?
Alongside Mr Jeff RIES, Engineer and Deputy Director of the Surveyor’s Department of the City of Luxembourg, who presented the municipal policy, and under the enriching moderation of Maître Martine GERBER LEMAIRE, insights were provided on these topics, illustrated by numerous concrete experiences.
